In a significant step to safeguard the rights of underprivileged children, the Directorate of School Education, Government of Nagaland, has issued an official advisory directing the identification and enrollment of children involved in begging into government schools.
The notification, dated June 17, 2025, comes in response to an advisory issued by the National Human Rights Commission (NHRC) aimed at protecting and rehabilitating impoverished children, women, and differently-abled individuals engaged in begging.
As per an official update, the order, signed by Principal Director Shashank Pratap Singh, IAS, called upon NGOs, municipal, town and village councils, churches, student unions, and the general public to report details of such children to the Child Helpline 1098. The department will then ensure their enrollment in the nearest government schools.
The Department of School Education aims to identify out-of-school children aged 6 to 14 who are not enrolled or who have dropped out before completing elementary education, including those found begging.
It also seeks to reach children aged 3 to 6 whose parents are engaged in begging and are not enrolled in pre-school, Anganwadi, or Balvatika centers.
Accordingly, all District Education Officers (DEOs), Sub-Divisional Education Officers (SDEOs), and Senior SDEOs have been instructed to coordinate with the concerned District Child Protection Units and Child Welfare Committees to facilitate the admission of such children under the provisions of the Right to Education Act, 2009.
