
The government in cooperation with PT Astra International will build 1,000 units of apartment houses (rusun) on land owned by PT Kereta Api Indonesia (KAI), Jalan Kemukus near Jakarta Kota Station, West Jakarta.
The development carried out through the Astra corporate social responsibility (CSR) scheme is part of the 3 million houses program launched by President Prabowo Subianto.
This was conveyed by the Minister of Housing and Spatial Planning (PKP) Maruarar Sirait when reviewing the land owned by KAI together with the Head of the State-Owned Enterprise Regulation Agency/COO Danantara Dony Oskaria, KAI President Director Bobby Rasyidin, Chief of Corporate Affairs PT Astra International Boy Kelana, Sunday, April 3.
The visit was a continuation of land surveys after previously being carried out in the Tanah Abang Station area, Central Jakarta. The government is preparing regulations and financing schemes to accelerate the construction of subsidized flats, especially in urban areas where land is limited.
“We are surveying and preparing rules, including rules for subsidized apartment houses and development schemes from CSR financing. The land remains the property of the state, then the private sector builds it, and then it is returned to the state,” said Maruarar.
Astra’s commitment to building 1,000 units of flats is an example of collaboration between the government and the private sector in providing decent housing.
Maruar stated the company’s readiness to build 1,000 affordable apartment units. Each unit has two rooms with an area of approximately 35 square meters, and is equipped with one bathroom.
“As soon as the confirmation of land from the state is available, construction can immediately begin,” he said.
Maruarar emphasized the importance of certainty in every working visit, ranging from land, funding, to development targets. This project is in line with President Prabowo Subianto’s direction for ministries to move quickly to present programs that are immediately felt by the community.
“In today’s working visit, there is certainty that 1,000 flats built by Astra on railway land. The location will be determined by the head of the State-Owned Enterprises Regulatory Agency and the KAI director after the survey is completed,” he said.
The construction of 1,000 units of flats is targeted to start in the near future and is expected to be completed this year, depending on the readiness of the land and the licensing process.
Maruarar appreciated the support of the local government, including the governor of Jakarta and the mayor of Central Jakarta who have helped accelerate the licensing process.
“The important thing is certainty. There is land, there is CSR to build, there is support for permits, then the program can run immediately,” he said.
Maruarar added that the government had also prepared various schemes for the construction of subsidized flats. Land sources can come from state assets, SOEs, ministries, and local governments. Development can be carried out by SOEs, ministries, and the private sector.
The funds are not only relied on the state budget, but also CSR and other financing schemes. The houses built will be allocated to low-income people (MBR) and people with limited income (MBT).
Astra assessed that KAI’s asset land has great potential for future residential development. The location is in a strategic area, not on the side of the tracks, and has the prospect of growth in residents in the next 10 to 15 years.
Maruarar appreciated the role of the BUMN Regulatory Agency, KAI, and Astra which were considered to be moving quickly and proactively supporting the program to provide housing for the people. Cross-sector collaboration is considered a key to accelerating housing development in urban areas.
This fast and collaborative working approach is in line with President Prabowo’s direction which emphasizes effectiveness and acceleration of development programs.
